Age down to 13?

We know that some sites only allow people only aged 14 and over, but there are also other websites that let 13 years and over allowed to make an account for a website. I think the aging of 14 and over must be lowered to 23 so that new teenagers a chance to try out these websites other than wait for another year into young adulthood.

Some new teenagers are highly dissapointed with the idea that they must be 14 to join a website rather than 13, because most sites let 13 years of aged people join.
  Hopefully I will lower the website joining age to 13 to let the 13 year old people have new choice of websites to join.
