Make Boise foothills trails off-limits to mountain bikes.

Once again the bicyclists in Idaho think that they are more important than everyone else.  They are now trying to get a law passed to make dog owners keep their furry friends detained while hiking in the foothills.  If left unchecked, this ever growing autocracy will never end.  They already don't follow traffic laws and feel it neccacery to ride in the street with more than adequate room on the sidewalks.  We should use this oppertunity to send a message to these elitist bike riders that we will not bow to their every whim.
