    نامه سرگشاده معلمان و کارگران ایران به شرکت کنندگان در یکصد و دهمین اجلاس سالانه سازمان جهانی کار

    ما امضا کنندگان این نامه هیات‌های نمایندگی شرکت‌کننده در یکصد و دهمین اجلاس سازمان جهانی کار، به‌خصوص هیات‌های نمایندگی کارگری-صنفی را مورد خطاب قرار می‌دهیم و توجه آن‌ها را به سرکوب‌های اخیر علیه معلمان و نمایندگان آن‌ها در کانون‌های صنفی و فعالان کارگری_صنفی در ایران جلب می‌کنیم.

    طی سالیان گذشته، به‌خصوص در ماه‌های اخیر سیاست‌های اقتصادی دولت ایران، فقر و فلاکت گسترده‌ای را برای عموم مردم، به‌ویژه برای مزدبگیران و کارگران ایجاد کرده‌است. این‌مساله باعث ایجاد فاصله‌ی طبقاتی گسترده و کوچک شدن سفره‌ی معیشتی عموم مردم شده و نهایتاً منجر به اعتراضات عمومی شده‌است. جای تاسف‌است که آن‌ها، به‌جای پاسخ مناسب و حل مشکلات، به این اعتراضات قانونی، واکنش‌های تند نشان داده و پاسخ‌ آن‌ها چیزی جز سرکوب گسترده نبوده است. یکی از وجوه مختلف این سرکوب ها حمله و بازداشت علیه فعالین شناخته شده صنفی، معلمان، کارگران و بسیاری از زحمتکشان معترض بوده است. اخیرا نیز طی یک سناریوی کاذب و پوشالی از صدا و سیمای دولتی "شبه گزارشی" علیه فعالین شناخته شده معلمی و کارگری که نمایندگان قانونی و مورد قبول اصناف خود هستند منتشر شد. دراین "شبه گزارش" طی تلاشی مذبوحانه و نخ نما، تلاش شد فعالین صنفی ایران را به همکاری با "جاسوسان" خارجی متهم کنند. انتشاراین سناریوسازی حکومتی علیه فعالین صنفی بلافاصله با موجی از اعتراض و انزجار در سراسر ایران مواجه شد.
    ما از هیات های نمایندگی شرکت کننده در این اجلاس درخواست داریم که اقدام دولت ایران در نقض فزاینده حقوق کارگران و معلمان و به خصوص نقض حق تشکل یابی مستقل و نیز نقض حق تظاهرات مسالمت آمیز را محکوم کنند. این نقض حقوق بدیهی یک امر بسیار اضطراری ست زیرا از یازدهم اردیبهشت ماه و روز جهانی کارگر به این سو، تعدادی از فعالین صنفی و مردم متعرض، بازداشت شده، تحت بازجویی قرار گرفته و به موارد جدی اما کاملا بی پایه ای همچون اقدام علیه امنیتی ملی متهم شده اند فقط به این دلیل واضح که دولت ایران میخواهد جنبش مستقل کارگری و صنفی در ایران و اعتراضات برحق مردم زحمتکش و تحت ستم را خاموش کند. موارد نقض حقوق بدیهی و پایه ای کارگری و صنفی درحالی توسط دولت ایران اجرا می شود که این دولت عضوی از هیات مدیره سازمان جهانی کار است.
    تعداد زیادی از اعضای کانون های صنفی معلمان، اعضای سندیکای کارگران شرکت واحد، و همچنین اعضای سایر تشکل های مستقل کارگری و صنفی و نیز مردم معترض در ماه ها و روزهای اخیر به علت فعال بودن در فعالیت های مشروع و قانونی کارگری و صنفی تحت بازداشت و یا حبس و بازپرسی قرار گرفته اند. ما از هیات های نمایندگی شرکت کننده در اجلاس میخواهیم که سرکوب تشکل های مستقل صنفی و کارگری و اعضای آنها توسط دولت ایران را محکوم کنند.
    از نمایندگان حاضر در کنفرانس بین‌المللی کار می‌خواهیم که اعتراض خود را نسبت به این اقدامات سرکوبگرانه به هیات‌های نمایندگی دولت ایران که در اجلاس حضور دارند اعلام کنند و از دولت ایران بخواهند که اقدامات لازم برای آزادی فوری و بی قید و شرط تمام معلمان دستگیر شده، فعالین کارگری بازداشتی و معترضان بازداشت شده، را در دستور کار قرار بدهند و سرکوب کارگران و تشکل‌های مستقل کارگری و صنفی را پایان دهند و به حق پایه‌ای آزادی تشکل صنفی و کارگری طبق مقاوله نامه های جهانی ۹۸ و ۸۷ و "بیانیه اصول و حقوق بنیادین در کار" احترام بگذارند و این حقوق را رعایت و اجرایی نمایند. لازم به تأکید است که متأسفانه اتحادیه‌های کارگری مستقل ایران در کنفرانس بین‌المللی کار نماینده‌ای ندارند و نمایندگان «اتحادیه‌های کارگری» شرکت کننده از ایران، دولت ساخته هستند.
    دولت ایران باید فوری و بدون قید شرط تمام معلمان زندانی و فعالان تشکل‌های مستقل کارگری که از روز جهانی کارگر بدین سو بازداشت شده‌اند را آزاد کند: رسول بداقی، اسکندر لطفی، رضا شهابی، جعفر ابراهیمی، حسن سعیدی، آنیشا اسدالهی، ریحانه انصاری نژاد، محمد حبیبی، کیوان مهتدی، شعبان محمدی، مسعود نیکخواه، رضا امانی‌فر، هادی صادق زاده، محمد عالیشوندی، اصغر_امیرزادگان، مهرداد یغمایی، افشین رزمجو، غلامرضا غلامی‌کندازی، حمید عباسی، عبدالرزاق امیری، محمدعلی زحمتکش، محسن بهرامی، مرتضی محمدی و بسیاری دیگرچون هاشم خواستار که سال‌هاست در زندان است و علی‌رغم بیماری و کهولت سن، حتی به او مرخصی درمانی نمی‌دهند
    علاوه بر این، ما اکیدا خواستار پایان حبس و آزارواذیت سایر فعالان صنفی و کارگری، که در حال گذراندن دوران محکومیت خود هستند، می باشیم، از جمله معلم زندانی اسماعیل عبدی، که بعد از اتمام یک دوره زندان ۶ ساله اکنون در حال گذران یک زندان ده ساله دیگر که در سال ۸۹ متهم شده است، و هاشم خواستار، که سال‌ها در زندان به سر می‌برد و با وجود بیماری و کهولت سن حتی مرخصی استعلاجی به او نمی‌دهند. همچنین احکام و اتهامات علیه زنان معلمی که پیش از این به دلیل اعتراض به سیاست‌های آموزشی دولت کماکان در زندان به سر می‌برند باید لغو و آنها فوراً آزاد گردند، ازجمله: زینب همرنگ، عالیه اقدم دوست، هاله صفرزاده، ناهید فتحعلیان، نصرت. بهشتی، معصومه عسکری و مژگان باقری.

    ما امضا کنندگان این نامه هم‌چنین و به طور مشخص از هیات‌های کارگری شرکت کننده در اجلاس سالانه سازمان جهانی کار درخواست داریم موارد فوری زیر را به صورت ویژه دردستورکار اجلاس قرار داده و مصرانه تقاضا داریم که در راستای تصویب و اجرایی کردن آن‌ها تمام تلاش خود را به‌ کار بندند:
    الف) رفع فوری و بی‌قید و شرط تمامی اتهامات منتسب شده به تمامی فعالین صنفی محبوس در ایران و آزادی تمام دستگیر شدگان.
    ب) ملزم کردنِ دولت ایران به احترام به حقوق بنیادین کارگران و معلمان و مزدبگیران در زمینه آزادی ایجاد و یا پیوستن به تشکل مستقل صنفی و کارگری، احترام و رعایت حق آزادی بیان و حق تجمع مسالمت‌آمیز بدون بیم و هراس از دخالت نیروهای امنیتی.
    ج) بررسی و اقدام در مورد اعزام هیاتی بین‌المللی تحت هماهنگی گروه کارگری سازمان جهانی کار و فدراسیون‌های بین المللی اتحادیه‌ای، جهت بررسی شرایط نیروی کار در ایران، نشست با تشکل‌های مستقل صنفی و دیدار از فعالین صنفی زندانی در ایران و خانواده‌های آن‌ها.
    د) تقاضای اخراجِ نمایندگان دولت‌ساخته‌ی ایران از هیئت مدیره سازمان جهانی کار و عدم حمایت از انتخاب مجدد آن‌ها در این‌هیات مدیره به‌دلیل نقض مداوم مقاوله نامه‌های بین‌المللی و عدم پاسخگویی نسبت به سرکوب متداوم تشکلها و فعالین اتحادیه ای و صنفی درایران





    An open letter to Delegates at the 110th Session of the International Labour Conference
    Geneva, 27 May-11 June 2022


    We, the undersigned, are calling on the Delegate at the 110th Session of the International Labour Conference, and in particular the workers’ delegates, about the recent brutal repression of teachers and other trade union activists in Iran.
    Over the years, especially in recent months, the Iranian government's economic policies have created widespread poverty and misery for the general public, especially workers. This situation has created a wide class divide, shrinking the livelihood of the general public, and eventually led to public protests. It is unfortunate that instead of responding appropriately and solving the problems, the government has reacted brutally to these legal protests, and their response has been nothing but widespread repression. One of the various aspects of the crackdown is the attack on and arrest of well-known union activists, teachers, workers and many other protesting people. Recently, in a false scenario, a "pseudo-report" was published on state radio and television (Islamic Republic of Iran Broadcasting) against well-known teachers and workers' activists who are the legal and respected representatives of their sectors. In this "pseudo-report", a desperate and baseless attempt was made to accuse Iranian trade union activists of collaborating with foreign "spies". The release of this government-made plot against trade union activists immediately met with a wave of protest and disgust throughout Iran.
    We are asking delegates at the 110th Session of the International Labour Conference to condemn the Iranian government’s escalating violation of all teachers’s rights, workers’ rights and in particular the violation of the right to association and the violation of the right to peaceful demonstration. This is an urgent matter because since May Day, a number of trade union activists have been arrested and are being interrogated and charged with serious but completely false and baseless national security charges only to supress the independent trade union movement and the rightful protests of the toiling and oppressed people in Iran. These violation of fundamental workers’ rights are taking place while the government of Iran is part of the Governing Body of the International labour Office.
    Many members of the teachers’ trade associations, Tehran bus workers’ syndicate, and members of other independent trade union organizations, as well as the protesting people, have been persecuted, arrested and incarcerated for engaging in legitimate workers’ and trade union activities. We are calling on the delegates to condemn the Iranian government’s repression of the independent trade unions and their members.
    We are asking the delegates at the International Labour Conference to convey to the government delegates from Iran their denunciation of these repressive measures and call on the Iranian government to take all necessary measures for the immediate and unconditional release of all teachers and other trade union activists, and stop repressions of workers, trade unionists, and protesting people, and respect freedom of association and trade union rights under ILO Convention 87 and 98 and The ILO Declaration on Fundamental Principles and Rights at Work. It is necessary to emphasize that, unfortunately, the independent trade unions of Iran do not have any representatives at the International Labour Conference, and the “delegates” who are the representatives of the "trade unions" participating from Iran are also sponsored by the government.
    The government of Iran must immediately and unconditionally release all jailed teachers and trade union activists who have been arrested since May Day 2022, including Rasoul Bodaghi, Eskandar Lofi, Reza Shahabi, Jafar Ebrahimi, Hassan Saeidi, Anisha Asadollahi, Reyhaneh Ansarinejad, Mohammad Habibi, Keyvan Mohtadi, Shaban Mohammadi, Masoud Nikkhah, Reza Amanifar, Hadi Sadeghzadeh, Mohammad Alishvandi, Asghar_Amirzadegan, Mehrdad Yaghmaei, Afshin Razmjoo, Gholamreza Gholamikandazi, Hamid Abbasi, Abdolrazaq Amiri, Mohammad Ali Zahmatkesh, Mohsen Bahrami, Morteza Mohammadi and many others like Hashem Khastar, who has been in prison for many years, Despite his illness and old age, he is not even given medical leave.
    We also strongly demand an end to the ongoing detention and harassment of other trade union and labour activists serving sentences, including the imprisoned teacher Esmail Abdi, who is currently serving another 10 years in prison after completing a six-year sentence, who was charged in 2010, and Hashem Khastar, who has been in prison for many years, and despite his illness and old age he is not even given medical leave. Moreover, the sentences and charges against the following women teachers, who have already been incarcerated for protesting against the government's educational policies, must be annulled and they must be released immediately: Zeinab Hamrang, Alieh Aghdamdoost, Haleh Safarzadeh, Nahid Fath'alian, Nosrat Beheshti, Masoumeh Askari and Mojgan Bagheri.

    We, the signatories of this letter, also specifically request the labor delegations participating at the International Labour Conference to include the following urgent items on the agenda of the meeting, and we insist to do their best to approve and implement them:
    - Unconditional and immediate drop of all charges against imprisoned trade unionists, and release of all detainees.
    - To oblige the Iranian government to respect and uphold the rights of all workers including teachers to organize and to freedom of association and freedom of speech including the right to peaceful assembly, without fear of state intervention.
    - Considering dispatching an international delegation to Iran under the coordination of the Working Group of the International Labour Organization and the global trade union federations to examine the labor force conditions in Iran, meet with independent trade unions and visit imprisoned trade union activists and their families
    - Requesting the dismissal of the representatives of the Iranian government from the governing board of the International Labor Organization and not supporting their re-election in this board due to the continuous violation of international labour conventions and lack of accountability for the ongoing repression of trade unions and labour activists in Iran.
