Tell the CPUC to Support Affordable Wireless Connectivity for Low-Income Californians on Lifeline

Right now, the California Public Utilities Commission (CPUC) is considering new regulations (CPUC Rulemaking 20-02-008) that would eliminate California Lifeline support for consumers receiving discounted wireless service under the federal Affordable Connectivity Program (ACP). These proposed CPUC regulations would make it harder for low-income Californians to receive unlimited wireless connectivity and other features at no cost utilizing all available state and federal discounts.

The decision's claim that California Lifeline subscribers don't need unlimited wireless connectivity is deeply out of touch with the reality facing millions of low-income Californians who rely on their mobile phones not only to connect them to their loved ones, but also to access vital government services, jobs, education, healthcare and more. According to the CDC, 74 percent of low-income consumers, including people experiencing homelessness as well as migrant and transitory workers, rely on wireless connectivity, with 27 percent depending on their smartphone to access internet services. If adopted as is, this Proposed Decision would exacerbate inequality and expand the digital divide for low-income Californians struggling to compete in today's rapidly changing digital economy.

To truly make California a connected state for all, our public utilities commissioners need to know there's widespread public opposition to these misguided, consumer-harming proposed regulations. As a state full of visionaries, creators, teachers and innovators, we face our challenges head on and work to find bold solutions. To build momentum and expand affordable connectivity to all residents and businesses throughout the state, it's important the commissioners see letters from community members like you.

California should be focused on expanding affordable wireless access to all consumers in our state – not limiting it. Tell the California Public Utilities Commissioners to modify the Proposed Decision and help low-income consumers access this vital lifeline that they need to stay connected.

As a fellow Californian, I'm writing to oppose the Proposed Decision pending in CPUC Rulemaking 20-02-008 that would eliminate California Lifeline support for consumers receiving discounted wireless service under the federal Affordable Connectivity Program (ACP). If adopted as is, this proposed decision would make it harder for low-income Californians to receive unlimited wireless connectivity and other features at no cost utilizing all available state and federal discounts.

The Proposed Decision's claim that low-income Californians don't need no-cost unlimited wireless connectivity is deeply out of touch with the reality facing millions of low-income Californians, who depend on their mobile phones to access vital government services, jobs, education, healthcare and more. According to the CDC, 74 percent of low-income consumers, including people experiencing homelessness as well as migrant and transitory workers, rely on wireless connectivity, with 27 percent depending on their smartphone to access internet services and the digital economy.

Denying these low-income Californians access to no-cost unlimited wireless connectivity and other features by prohibiting them from combining full California Lifeline and ACP support will only drive inequality and limit access to economic mobility in today's digital economy. The CPUC should do everything it can to allow low-income Californians full access to all the benefits that fall under both the California Lifeline Program and the ACP.

For these reasons, I respectfully urge you to modify the Proposed Decision to help low-income Californians fully access this vital lifeline that they need and deserve.
