Canines, Horses & Livestock

Arizona does not have(as far as I know) laws concerning the welfare of these animals. Yavapai County is where I live and I don't see any evidence to that regard. I would love to adopt California Laws concerning canine living arrangements in the home or commercial sector. As for Horses & livestock, "owners" MUST PROVIDE SHELTER from the harsh sun and rain that is worsened quite dramatically with the frequent winds of the high country. Please help me find out how to get the ball rolling!
