Do Not Freeze the LCI

In his proposed budget, outgoing Governor Tim Kaine requested - for the first time ever - the application of the LCI be frozen in order to "hold harmless" other counties whose percentage of state aid would decline this year if the LCI was applied.

We, the undersigned, oppose  the move to freeze the LCI and strongly urge Governor McDonnell and the State Legislature to maintain the LCI at its current levels.  We feel that freezing the LCI would be unfair and shortsighted.
