Make all factories in Canada and/or the world go through a process called thermal imaging.

Thermal imaging determines whether a facotory is eglible for production by inspection of the factory. Inspectors look for up to date smoke stacks( new ones filter out air). They also look for things like heating methods and etc..
The point of thermal imaging is to reduce c02 emissions the factory lets out.
