Amendment to adjust legislatures salaries
Article 1.
The legislatures pay and comprehensive benefits shall be determined by the largest tier of wage earners to exclude executives, salaried employees, and commissioned personnel excluding overtime.
Article 2.
The pay of all municipal employees shall be determined by the prevailing volume of work in the private sector.
Article 3
The rainy day fund shall not exceed Three months operating budget for primary services the remained returned equally to taxpayers.
Article 4
The future obligations of current employees shall be funded with current resources
Article 5
The Legislator or government official shall not be permitted to vote or rule on any legislation that would either benefit from nor discriminate against based on campaign contributions
Article 6
In the event the above legislation is declared unconstitutional the following rule shall be applied the legislator or government official shall provide the sources of conflict with his efforts on the bill at the beginning, in the middle and at the end of each hour of lobbying.
Article 7
An independent private accuary firm shall provide scoring of the future obligations of the municipality
Article 8
Any decline in market value in an appraised property shall have the percentage applied to the taxable value of said property
Article 9
This legislation shall expire in 10 years at which time it will be put to the voters for renewal.
Article 10
Any legislation directly affecting this shall follow the rules for override
Article 11
This legislation assumes a rate of growth of 0 percent as such any increases in funds shall be drawn from existing programs
Article 12
All municipal budgets shall start in the quarter at the point of lowest overall revenue intake. And a review of those figures conducted every three months and adjusted as needed
