No More to Congress' Self Appointed Pay Raises

I propose that the privilege of receiving employee pay raises or other benefit packages, in which the Congress (at all national & state levels) now enjoy, be re-delegated back to their employer: The People of the United States of America. In no other business do the employees have the right to set, change, or administrate their own payscale or benefit packages. Payscale changes will be voted on by a special ballot of The United States Citizens.
Furthermore, I propose that 'The People' claim the right to reset the payscale and benefit packages of Congress at any time deemed necessary by a country-wide ballot vote of 'The People'.
Can anyone explain to me why Congress, whether state or federal, has the right to vote in their own pay raises & improved benefit packages? Reclaim YOUR power as American Citizens & tax payer and say, "NO MORE! WE THE PEOPLE will decide when you deserve a pay raise!"
