I am being harassed on a public blog

A small group of people are using a public blog at the address of http://www.cesspoolofmadness.com to harass and cyber-bully several people. The content of the blog is difficult to understand, follow or describe, but contains disturbing, obscene and otherwise lewd and distasteful content, video & images, at times with photoshopped pictures of harassment victims' faces on the images. It is believed that the owner of the blog has a distaste for people suffering from depression, anxiety and other mental illness, and members of online message board forums designed to provide moral support to the general public who are tapering off of their anti-anxiety medication. The author of the blog follows select members of said forums around the Internet, collecting their personal information, scraping their personal information from public websites, posting their private emails, photos and other personal information into blog posts. The content of the blog posts contain content by the blog authors and address the victims personally, insult them with foul language, graphic images and videos, vague threats and otherwise harassing and inflammatory content.  The authors of the blog only occasionally contact victims via email or other mediums of communication. The primary medium of addressing, stalking and harassing people are on this public blog. Some of the harassment victims who may or may not suffer from mental illness feel that the harassing content is intended to manipulate them into committing suicide.
