Restrict Commercial Fishing To Undersized Male Fish

Mandate that all international water commercial fishing be restricted to capture only male gender fish.For each species of allowed fish, mandate harvesting to allow only for only low weight and size male fish size.
Provide a fund to develop automation equipment to economically determine the  species, gender and weight of a capture fish. 
This will result in protecting the reproduction of species and insure fast growing food efficient fish stock.
