Make police, sheriffs and military accountable for cruelty to their K9's

Civilians are prosecuted for felony cruelty to animals if they even try to just escape from a K9, but the K9 handlers themselves, behind the scenes, hang the dogs to unconsciousness, kick, beat, shock, and otherwise torture and abuse them, often causing injury, and sometimes death.
