Reduce the amount of fertilizer used by Fairfax County landscapers

Fertilizer is chemically enhanced to help grass grow, but it is harmful to wildlife. Aquatic creatures are affected the most by fertilizers because of eutrophication. Fertilizers get taken all over the place when they get swept away in runoff. Eutrophication worsens water quality drastically and kills aquatic life. We must protect life under water.
