Provide a lung to a youngster

Dear Americans~Since when do "rules" dictate the assistance of suffering children?  Please pray that Sarah will recieve a lung. (adult lung).  Must Americans plead with the help of other Countries since those in charge of our services heree in america feel "compelled" to stick to "rules"~Please, the good Lord gave us brains to act with compassion when needed.
