
PUBLIC APPEAL
Firstly, the Government of India under your able leadership is congratulated for the land mark decision taken to revamp the national air carrier (AIR INDIA). The decision to employ prominent and professionally well qualified COO in place of old brass is path-breaking in the history of public sector enterprises. It is a visionary decision and quite encouraging for the ailing public sectors enterprises like BSNL, MTNL, etc. This serves as a precedent for the top brass of the non-performing public sectors undertakings that government is proactive in the interest of the nation. But, this decision should not be restricted to AIR INDIA alone but also be extended to other ailing public sector enterprises like BSNL, MTNL, etc. Through whistle-blowing public awareness appeal by young executives of BSNL (AIGETOA) it come to know that BSNL, the public sector giant in Indian telecom industry, is currently going through the most critical time for its survival in the fierce competitive market conditions. It is battling with falling revenues, profits and market share mainly due to unabsorbed Group-A ITS officers. Currently BSNL is reeling under the operational losses and marginal financial profits are generated from huge bank reserves despite having largest telecom network and infrastructure in India. It is about a year that the Government favourably allotted 3G and Wi-Max spectrum ahead of private operators and still BSNL has not captured the first mover%u2019s advantage. No wonder, BSNL is surely landing in similar situation like that of AIR INDIA, where if it happens, it will endanger Government's initiative on e-governance, health care, primary education and public welfare in rural India, where BSNL is only service provider. In addition the Government has to bail out BSNL by providing more than 14000 crores per annum as the salary bill for the 3.2 lakhs employees. Instead of post-mortem, the Government of India can immediately call for similar action like AIR INDIA for the BSNL by replacing the incompetent management of BSNL with prominent and well qualified professionals for complete revamp of the telecom giant. It also protects the share holder%u2019s wealth investments through IPO initiative of Government to disinvest BSNL in the market. In support of this the following information about the performance of BSNL in terms of revenue growth and profit is supplied.
I, the undersigned fully convinced by the above facts and appeal to you honors kindly save the public company from the hands indolent management of BSNL by constituting fact finding committee headed by the judiciary to probe the nosedive loss and punish the higher officers of BSNL for causing innumerable loss to the nation. I also wish to inform you that I whole heartedly support the noble initiative of young executives of BSNL through their association named AIGETOA launched OPERATION SACRIFICE starting from 18th August 2009 at the Bharat Sanchar Bhawan, Harish Chandra Mathur Lane, Janpath, New Delhi. Dear Sir/Madam,
We the young executives with BE/B.Tech/CA/MBA qualifications recruited by BSNL after its formation are committed to give world class quality services to our esteemed customers at competitive price. We are proficient to take up the external challenges (from private operators) but it is hard to take up the internal challenges due to existing corruption, sarkari work culture and anti business policies of bureaucrats (Deputed ITS) dominated BSNL management without your support.
Earlier Department of Telecommunication (DOT) was monopoly telecom operator in India but after coming into the effect of %u201CNew Telecom Policy 1999%u201D many private operators was allowed to enter into the most challenging and demanding telecom field. Indian Government converted DOT into BSNL (PSU) in Oct. 2000 wherein all the setup and work culture had to change according to the Public Sector. But it is unfortunate that nothing has been changed in the name of culture and setup even after passing more than 8 years but it became worse with time due to bureaucrats policy makers in BSNL.
At the time of conversion, BSNL already had more than 3 Lakhs of employees (executives & non-executives) but most of them were not trained in corporate culture and with the rapid invention and advancement in telecom technology many of them lack of technical competence and educational qualification. In order to meet its essential requirement in new technology like mobile, broadband, 3-G services etc. BSNL recruited almost 10,000 qualified engineering graduates/accounts professionals to handle technical issues and surge ahead and dominate the telecommunication market. Currently we constitute as most competent work force out of 3 lakhs employees who are young and capable to handle the growing technology, competition and pressure to perform. But, due to the vested interest of bureaucratic policy makers who are unwilling to dilute their government legacies are deliberately repudiate appropriate responsibilities and posted them under non-technical executives having qualification of merely 10th, 12th ITI, Diploma, BA/BCom etc.
We young executives are more worried about the survival of BSNL as we have to serve for many years and if the same situation prevails in BSNL the day is not far that it will be even hard to receive the basic salary of the employees. Considering all these facts into mind AIGETOA has started %u201COperation Sacrifice%u201D since 13.07.2009 to expose the anti-business activities of Guest ITS officer who dominate in BSNL management and bring the change in the sarkari BSNL work culture to complete corporate culture for tangible, reliable and assured customer service to regain its lost glory of BSNL. All the 10000 members of this association throughout India will be gathering at BSNL corporate office New Delhi on 18th August 2009 for the indefinite protest against the bureaucrat policy makers and ready to even give up their lives if the need arise for the complete transformation of BSNL.
