To lazy to feed an water pet's outside/no matter what weather.

I see it everyday well I did talk with the guy who assured me he would be sure to give his dogs food and water, it hasn't happened, I will not stand by and watch this cruel with almost intentionally (my opinion) starving and mistreated abuse. My next step is to bring the authority's in and file a complaint against him. I thought me talking to him about the problem was a good idea and told him that also, I would much rather have a neighbor come to me rather than the police.
