Demand harsher punishments for animal abusers

We believe there should be harsher punishments for animal abusers. As it stands right now, at best, abusers may get to spend a day or two in jail, or have to pay a fine. While it is a step in the right direction, is it really enough. I would say not, because it continues to happen. If we raised the level from a misdemeanor to a felony, this could act to be a better deterrent.
