Had enough of loud excessive vehicle noise?

We live in a world of unnecessary and overwhelming vehicle noise coming from motorcycles, trucks, and many cars (with modified exhaust systems) in addition to over the top sound systems.
This excessive noise is disruptive, unhealthy, and dangerous.
There are laws on the books to deal with this problem. Fines and fix-it tickets can be used but rarely are. Law enforcement often takes the position that they have larger issues to deal with. I disagree. Using technology, firm enforcement and political will can all be used to significantly increase our quality of life and health.
