School bus seat belts

The government talks about people wearing seatbelts but there are no seatbelts on school buses and it bothers me because my daughter got into an accident in a school bus and now nobody to blame. I paid my taxes I want my daughter to be safe and I want other kids Tomatoes safe so what's going on?
