Florida: Make Manatee Abuse A Felony!

When they aren't getting hit by boats which is their number one cause of death, they suffer from crazy guys jumping on their back or ladies jumping on them for a joyride. Make these heinous practices a felony offense! The Florida Manatee is already an endangered species. They should be protected and loved, not used for man's entertainment!
