Congress should become employees of the various states who elected them.

Each state should determine the pay rate, the benefits and all other aspects of the federal government employees expenses, including operating expenses and retirement. Each state already has a pension and health plan for their employees, there is no reason Congress cannot be included. Congress is, in effect, various states employees sent to Washington.They are no different than local state employees except the location.This would halt Congress from pay raises and abusive pension and health plans.
