Stop the pollution in the Great Lakes and its tributaries

It seems that every time are tributaries reach flood stage excessive amounts of waste and toxins are spilled or dumped into rivers and streams! If we force these repeated offenders to shut down rather than fine them until they come up with an adequate containment system, we will get better results on the fight against spillage or dumping.
