Petition for the Transfer of Punch and His Troop to Sanctuary

Punch and his troop of macaques currently live at Ichikawa City Zoo. Recently, Punch has gained global attention online. Many people see photos and videos of him and feel affection toward what appears to be a cute and gentle monkey. However, the viral attention surrounding Punch has largely missed the deeper reality of his life and the lives of the other macaques who share the enclosure with him.
Punch is a Japanese macaque, a highly intelligent and social primate who in the wild would live in forested mountain environments, travelling across wide territories, foraging, climbing trees, and interacting within a dynamic social group. Instead, Punch and his troop live in a confined enclosure designed primarily for public viewing, with limited natural features and little opportunity to express the behaviors that are essential to their wellbeing.
Punch's story is often told as a touching and adorable one. It is reported that his mother rejected him shortly after birth, and he was then hand raised by zoo keepers. While this is sometimes framed as a heartwarming act of care, maternal rejection in captivity can occur when animals are under stress or living in unnatural environments. Rather than being viewed simply as a cute backstory, it should raise important questions about the conditions that may have contributed to this situation.
Punch's popularity grew even further when zoo keepers provided him with a small toy from IKEA. Images of Punch carrying and interacting with the toy quickly spread across social media, turning him into a viral sensation. To many viewers, the toy appears charming and sweet. However, the reality behind this moment is more troubling.
A wild macaque would never need a toy to simulate companionship or comfort. The fact that Punch clings to an artificial object highlights the lack of natural enrichment and stimulation in his environment. What many people see as adorable may actually be a reflection of boredom, loneliness, or psychological stress caused by confinement.
At the same time, the intense focus on Punch as an individual has unintentionally overshadowed the welfare of the rest of his troop. He has effectively been turned into a celebrity attraction while the other monkeys remain largely invisible to the public. Their lives, their environment, and their wellbeing are rarely discussed in the media coverage that celebrates Punch's "cuteness."
This narrative risks normalizing captivity and distracting the public from the broader ethical issue. The story should not be about a famous monkey with a toy. It should be about a group of intelligent primates living in conditions that do not meet their complex physical and psychological needs.
Sanctuaries exist to provide animals like these with a far more appropriate life. In accredited sanctuaries, primates live in larger, more natural habitats that allow for climbing, exploration, and social interaction. Sanctuaries prioritize welfare rather than public display and provide lifelong care without turning animals into attractions.
For this reason, we respectfully call on the leadership of Ichikawa City Zoo to take compassionate and responsible action by transferring Punch and his entire troop to an accredited primate sanctuary. Removing them from public exhibition would allow them to live in a setting that prioritizes their wellbeing, dignity, and natural behaviors.
Punch is not simply an internet celebrity. He is a living, feeling animal whose life should not be defined by viral images or novelty objects. His entire troop deserves the opportunity to live in an environment that respects who they truly are.
By signing this petition, we urge the zoo to move beyond the narrative of a "cute monkey with a toy" and instead focus on what truly matters: the welfare, freedom, and future of Punch and his troop.
