More than 1 in 3 Americans still live in areas where air pollution levels exceed at least one federal health standard, and cars are a major part of the problem. The proposed Tier 3 program would cut harmful emissions of smog-forming nitrogen oxides and volatile organic compounds by approximately 80% and particulate pollution by about 70%. These pollution reductions would prevent up to 2,400 premature deaths, 3,200 hospital admissions and 22,000 asthma attacks each year -- saving up to $23 billion in annual health care savings by 2030 -- all for about a penny a gallon. Together with historic improvements in fleetwide fuel economy and greenhouse gas reductions, the Tier 3 program provides for integrated multi-pollutant emissions performance standards for cleaner cars and long term regulatory certainty for the U.S. auto industry.
These significant health and economic benefits are why Tier 3 has such broad support from automakers, autoworkers, state and local officials, national recreation groups, health groups, consumers, and the public.
I know that the oil companies will be fighting against these proposed standards. But I ask you to stand strong in the face of this opposition, and implement these health-protecting standards as soon as possible.
