Undo the cuts to my hours and increase it accordingly

I been fighting for in home supportive services since I won ssi a while back and have been treated like I can do everything because I can walk, but the problem has been my wrists and my stability while walking. My wrists lost extreme strength and one wrist has lost a lot of rom (range of motion) none of which I can get back. This makes doing even the most basic things difficult to impossible. I won the first hearing with 85 hours a month and I thought that was the end of the fighting the next year they took out my hours completely. Than gave me 48.9 which had me skipping meals, no time for bathroom and less time for showers and this happens when the hours should have increased instead of decreased. My hours became 47.9 because of the 3.6 percent across the board cut. This year I was diagnosis with a congenital defeat called Chiari one malformation. All of which caused all my symptoms in both hands, dizzy spells, vommiting, accidents (incontinence and bowel), and falls and when I showed the judge the evidence my hours went down to 22.7 which because of the 3.6 percent cuts was 21.9. It gave me no food no cleaning no doctors visits(I just found out its illegal for me to drive because of the dizzy spells) and my caregiver can't live on that little amount of hours of pay and she hasn't been called for more clients. I have to have at least 1 surgery coming up on my tethered spine and one that might happen if the cervical traction doesn't work on my brain and cervical spine. I need more hours than ever before and no more games with my hours from ihss. I need in home care now!!.
By the way, I'm a student who is trying to make it possible for myself to end up with that great job that would eventually pay for my own in home care, but without in home care it will take me forever if not never will happen.
