End "Rider" Bills. Congress should only vote on one item at a time, not multiple contradictory items

Our Government is at a standstill because of "Rider Bills". The Government puts more than one item on a bill. For instance, extending unemployment benefits on the same bill as drilling in the Arctic Refuge and funding for 50 more air craft carriers. It is too hard to sign this bill because of the opposing items to vote on. The government could function better if there was one item on each bill, for instance, extending unemployment benefits on one piece of paper. Then each branch of the government would vote on extending unemployment benefits only. Then vote on extending the payroll tax cut
