Grandfather steels child, and gets the laws on his side

My daughter delivered a child at the age of 16, she then traveled to Washington state to visit and re-conect with her father.  Her father stole her child because his wife cannot conceive any children of her own.  Because he works for the city of Seattle, he convinced the state to take jurisdiction over her child.  She has been fighting for her rights to parent her child ever since despite his continuous false claims and accusations.  I have exhausted every penny to defend her rights and her son's rights and they continue to find loopholes in the system and now want to have the state return her child to their custody permanantly
