HOA abusing homeowners by towing vehicles

Seen in picture is a car parked in front of Dawn ________ a homeowner association member.  This car was parked for over 30 minutes, was not unloading. As you can see the garage door and front door to the residence is closed.
Dawn is known to work with the tow company____________ to have resident's of Four Season Villa Condos vehicles towed.  On numerous accounts she has called, signed for tows of vehicles parked temporarily in front of residents garage. Visitors or residents while either; going to front door to as where to park, unload baby in car,  and unload household furniture etc. had their vehicle towed. Other residents where known to be on site next to their vehicle in common area while tow truck backed up and proceeded to tow vehicle away with owner of vehicle standing by vehicle.  Tow company _______ would tell owner if they wanted car off truck to pay charges of $75 and on other occasions up to $150. If they had to pick up the car from the tow yard it would cost between $250-$300 during week day.  Different prices have been given, so no set price has ever been consistent. 

We the residents and owners of property located within Four Season Villas want to order an investigation in review of the Board against Dawn
 _________, the tow company_____________ for misuse of the parking regulations for profit of said accomplice's.
