Italy must to agree with civil union

Why Italy Gov. doesn't accept and approve civil union?
The adults who love each other should be able to decide who they want and who will be the person that will take care of them.
Civil rights must be officially approved in the name of tolerance towards all faiths and lifestyles, the true judge of what is to be only good
