Urbandale, Iowa's vicious dog/animal ordinance

Requesting stiffer rules and regulations regarding attacks and/or any animal bite.
Also requesting ANY attack and/or animal bite to be deemed vicious with no limitations to the animal being on its own property or others. 
Especially on any Pitt Bull or similiar breed of dog however not limiting to this particular breed.
