Create funding for animal shelters with leglislation that requires all pet breeders to be liscensed.

This will help to eliminate casual, irresponsible breeding and the growth of puppy mills by requiring them to be liscensed, subject to inspections.  This will help raise much needed funding for animal shelters and animal control to inspect, manage and fine offenders.
