Cultural and linguistic Discrimination Tibetan - Chinese

The Authorities in Gibraltar under the jurisdiction of the United Kingdom of Great Britain are forcing me to sign a Change of Name Declaration, declaring my given spiritual Tibetan name is of Chinese origin and of Chinese Culture.
I have refused to do so!!! At the hands of the Chinese:

The Dalai Lama and his people are in Exile.
More than 1.6 million Tibetans have been raped, tortured, murdered and human rights abuses continue to this day.
More than 6,000 Buddhist monastries have been destroyed.

I have fought this declaration with the Dept of Civil Status and Registration Office, Ombudsman and the Governor to no avail. Before going to the European Ombudsman I wish a final petition to the Governor of Gibraltar that represents the British government here.
Also, they require me to write my name Karma Sherab Gyamtso as Sherab Gyamtso Karma on the declaration.
