Reform the International Whaling Commission Ban

Whaling largely impacts the increase of global warming/ climate change. The IWC international whaling law bans all whaling with the exception of scientific research and aboriginal practice. Many organizations claim to whale for scientific research as a loophole. We need the IWC to reform the ban excluding scientific research and aboriginal practice.
