Stop the rich and famous from escaping their crimes!

A huge problem with our system today is that celebrity criminals are more likely to get away with crime compared to a normal citizen. They have the money to pay for bail, a better defense team, to pay off victims, and the fame to have people on their side. The main reason that celebrities can escape their crimes is money. 

I propose that we reform the bail system, by making it based upon income, that we outlaw both paying off victims, and recieveing pay off money, and also that we increase the complexity of juror selection. All this to help prevent more celebrites from escaping crime.
