change the law to report cats being hit by cars , to get injured cats veterinary care immediately

Recently our cat was hit by a car and the driver never stopped to help our cat. Our cat became missing for 3 days, our cat lucky was left with 3 fractures on her pelvis and wounds on the back of her legs. Shes has had an operation to have a metal plate put in and is on the mend. Our cat suffered pain for 3 days when driver could of stopped and helped our cat by calling rspca or bringing our cat to a vet . Our cat is microchipped so we could of been contacted immediately and got her the help she so needed urgently .
