Can Vine Let Users Update Their App

So I am going to say this for ALL the iPhone users (Android i don't know if you have this problem) But some IOS users have been unable to access their accounts on their phones. It claims that the device is 'not compatible' even though their phones are current and able to update. Vine is a tool used by many and is being deprived of people everywhere.
