Do oz politicians have too many rights over the individual?

To free themselves of too much political control. What happened to me was that a minister or one of his deligates had the power to refuse my marriage to a foreign national by not giving them a visa to enter for marriage. No credible reason was given. Ever since I have had to live a lonely single life. In Australia we have no human rights as human rights are not embedded in the constitution. So we are at the mercy of politicians. Surely Australian freedom has to be protected in law such as the constitution or a bill of rights?
