Placement for grandchild with grandparents

DHHS refuses to allow paternal grandparents to have placement of the grandaughter with them after a failed attemp of adoption with a family member. Troy and Sandra Medley opted to back ot of an intent to adopt due to a yong niece and husband wanting to adopt. Due to inability to handle the childs behvior, this couple is returning the child to DHHS. DHHS states that Troy and Sanda Medley had an opportunity once to adopt so the are no longer eligiable. We are trying o petition the govenor to help intervene with the misjustice in this case. Pleas help and keep familys together.
