Stop the abuse of horses NOW!

The government is offering 1,000 dollars to people who adopt a wild horse in hopes that it will reduce the population. Our problem with it is there's no restriction on who adopts the horses. You don't have to be a certified trainer, horse handler, or even a loving horse owner. If they took that thousand dollars and gelded some less breeding stock stallions, then that would cut down the population. My horseback teacher's horse, Thalia, is the perfect example of what happens when someone inexperienced gets a wild horse. They assumed that if they hurt Thalia, it would make her less wild. Bad idea. They beat her with broomsticks, starved her, and kicked her. When my teacher got her, she was wild and unpredictable. If you tried to approach her stall when food was in it because she would assume you were trying to take the food. If a trainer who knows what their doing gets a horse, then great! But if someone gets the horse and uses the thousand dollars on themselves and not to pay the expenses of keeping a horse adequately, that's definitely a bad thing. The government should at least do a background check on who’s buying the horse so that they make sure they are qualified to own and train a horse. They should also send someone to check on the horse every once in a while to make sure that it’s not being ill-treated. All of these steps could reduce the abuse and misuse of horses, and if we take similar steps with other adoptions or foster situations, we can reduce overall animal abuse. If we are desperate enough to just hand people a horse and a thousand dollars, then our government needs to reassess ways to reduce populations. A lot of animal abuse sprouts from people who have no clue what to do with the animal in question. If we use our resources to oppose animal abuse instead of encouraging it, then animals would face a lot less abuse and cruelty.
