Who cares for the Stray Cats?!

The City of Evans Colorado terminates their cat ordinance years back, which means the Humane Society of Weld County, located in Evans is unable to accept stray cats from the city unless a $65 fed is paid. I want Evans to restablish a cat ordinance with the HSWC.
