Help Free Elderly Dog from Filthy Conditions -WARRANT HIS RELEASE

I just talked to the OSPCA, with our laws in ontario being so crappy, as long as theres some structure for the animal and they can turn around and lay down its legal...... the officer is on site now and will call back once she talks to the owner.. she is upset as well with our laws but there is only so much she can do. I cannot mention the owner or the business because of legal reasons,
