People shouldn 't have to pay tolls to get to work

If tolls are to be imposed on Connecticut's highways, we urge you to include an exemption for any travel that takes place within a 20-mile radius of a driver's home. Such an exemption should be easy to implement, as home addresses are included in DMV and electronic-transponder records.
No one who is struggling to make ends meet should have to pay a toll to get to and from work, a doctor's appointment, or a grocery store. Altering one's route in order to avoid major highways is not an acceptable option; in many cases, this would double the length of time needed for a journey and would increase gas costs, as well.
We understand the need to raise money for the improvement of Connecticut's crumbling roads and bridges. Imposing tolls on long-distance travelers using the state's highways is a reasonable way to raise that money. Imposing tolls on working people going about their daily business is not.
