These individuals need to be commited or ordered to see a psychiatrist for a long period of time. Not given a few years of probation and a fine.

In many cases where a child is a constant witness to spousal abuse, animal abuse, or is a victim of abuse himself, he may act out against what he perceives to be the next most vulnerable target – a family pet, or a stray or wild animal.
Often, only the most serious cases generate sufficient sympathy and evidence to warrant prosecution, and gaining convictions may be very difficult.
We must have compassion and respect of animals as a living and a responsive beings. Animals are entitled to kind and respectful treatment at the hands of humans.
And all animals must be protected under the law.
