The Coliseum BLVD area has come a long way and the residents of Greensboro would like to see it continue to grow. However, the activity that has been present at 1810 Coliseum BLVD is not what this neighborhood needs.

The location is licensed as a grocery store but has been found engaging in criminal acts since 2009. The acts range from gambling to drug trafficking. 

The most notable raid took place in September 2009. That raid resulted in the city paying a settlement to Eva Foster in 2013. 

Foster, who was in her 80's at the time of the incident, was at the Oriental Market when police raided the store during an investigation of a sports betting operation being run out of the market. Foster claimed that while being handcuffed during the raid, her wrist was fractured. 

On 3/6/14, police arrested the owner of the store and charged Mr. K. Phongsavanh with several charges including 2 counts of trafficking meth. His bond was set at $100,000. This area does not need or want a meth store.

This petition simply asks the Greensboro City Council to enforce Sec. 13-48 of the Greensboro Code of Ordinances.

The section deals with the refusal or revocation of business licenses within Greensboro city limits. 

Greensboro Code of Ordinances

"If it shall be made to appear to the tax collector and the tax collector shall determine that any licensee or applicant for a license is conducting or desires to conduct a business activity pursuant to his privilege license which activity is prohibited or unlawful under the state law or would be in violation of any provision of chapter 30 with respect to permitted and prohibited uses or any significant provisions of the building regulations affecting public safety, he shall:(1)
Refuse to issue a license to such applicant and so notify him in writing; or
(2)In the case of a licensee, notify such licensee in writing that the license is revoked with a statement of the facts which provide a basis therefor."

This is a simple step the city council could take to help the Coliseum area continue to grow.
