Expand Area Code 517 to include all of Rural Lower Michigan

In 2001 the area code 517 was split due to a growing population in Michigan. However now that Michigan can once again use the same area code for all the are due to a heavy loss of population, it can once again include all of lower Michigan excluding Metro Detroit and Grand Rapids/Kalamazoo again. We should make life less confusing and just make it all the same in the more Rural parts of Michigan. Essentially combine area codes 231, 989, and 517 all into just 517
