Release inmates that are high risk to virus from towers jail and other jails

My husband is a high risk with heart condition and breathing issues he is senior citizen and now has cough and chest congestion. they pay no attention to the health needs or safety and many im afraid will die. please help get these guys out even if on home arrest for anything is better then these close quarters in dirty condition. they only get around 700 calories a day so become weak and sick, with no protection from virus. Penzone and ducy and courts have denied doing this and putting some in serious harms way. please help.
