Title: Petition to Implement Multi-Phase Construction to Allow
Continued Airport Use During the Roseau Airport Project
The upcoming airport project represents a valuable investment in the community's infrastructure and
long-term development. However, aerial applicators and farmers, who depend on timely and reliable
airport access during critical agricultural seasons, are concerned that construction-related disruptions
could significantly impact field operations, application timelines, and overall agricultural productivity.
Request:
We, the undersigned, respectfully request that the City of Roseau structure the airport improvement
project into multiple, clearly defined construction phases that preserve continuous, or near-continuous,
operational access to the airport. Specifically, we ask that the City—working in coordination with the FAA,
contractors, project engineers, and airport stakeholders—design a phased plan that: • Limits the
closure of essential operational areas (runways, taxiways, load areas, fueling points) to only those
periods when work is actively occurring in those sections.
• Sequences construction work so that alternate areas of the airport remain open when primary areas
are under construction.
• Staggers construction windows to maintain access for aerial applicators during peak agricultural
seasons.
• Provides predictable, pre-planned transitions between phases, allowing operators to plan schedules
and agricultural commitments.
• Avoids extended full-airport closures unless absolutely unavoidable, communicated well in advance
with input from users.
