Demand to end dogs riding in kennels on the back of cars

Dogs in kennels strapped to wheel chair carriers on the back of vehicles while driving. This is extremely unsafe fot the animals, not to mention the mental abuse an animal goes through during this. I want this to end. It's not safe for the animal.
