Finish what you started

Why have road works started at the bottom of the m6 and also between j12 & 14 when there is still 20 miles of roadworks to be finished between j16 & 20 on the m6 ,.why on earth can’t you finish one before starting another, close the ones at the bottom move everything to the north and get it done then start again south
