Require the city of San Carlos to repave Palm/Hillcrest/Upland due to shoddy work by the contractor VSS

As part of the sewer project, Palm/Hillcrest/Upland streets all were scheduled to get new asphalt paving. The work was done by the firm VSS and was not done correctly. There are many areas that require correction, including uneven surfaces, rough finished surface, blemishes, and mistakes. The job has not been done correctly, the current product is unacceptable, and this must be corrected.
